According to
http://www.ctan.org/tex-archive/help/Catalogue/entries/csplain.html,
csplain is included in both TeX Live and teTeX.

Under Debian, you need the texlive-lang-czechslovak package, in which
there is a symlink /usr/bin/pdfcsplain -> pdftex.
