23.0.0; image scrolling

Action: scrolling down the contents of a buffer that contains an image too
large to be displayed in full in the window displaying the buffer.

Problem: when the image is scrolled into view, Emacs jumps immediately to
the top of the image, so that the lower part that does not fit in the
window is never seen at all.

The problem occurs when the image is completely out of view, and then
scrolled down into view. If the lower part of the image is visible,
scroll-down works as expected.

A good way to see the problem is to use doc-view.el (created by Tassilo
Horn, apparently to be included in Emacs soon), and reduce the size of the
doc-view window so that only a small part of the image is visible. Then
scroll down using SPACE until the entire image is out of view, and then try
to scroll back with DEL.
