net/tramp build error

I still encounter a bootstrap build error generated when compiling the 
emacs/lisp/net/tramp-fish.el  file.

Question:  Would putting the 'require call inside an 'eval-when-compile solve my
           problem.


Question:  Why is compile not finding "tramp.el"  (tramp.el isn't compiled till 
later
           the way the build process works, but it should append .el to the 
"tramp"
           and find it in the current working directory.
