Nor should manuals.

Typically, ways are devised to easily exclude graphics from contexts where
they are not viewable or a user does not want to view them. In many cases,
ways are devised to provide text that serves as a replacement for a graphic
that cannot be displayed or is not viewed for accessibility reasons (sight
difficulties and such).

User preference in this regard could be handled. Inability to display
graphics could also be handled. Not a problem.
