We agree on both of those things.  My issue was with the default that
Emacs will offer users who have not customized things.

That doesn't solve the issue I raised, which is that .foo.el will
*surprise* a user who didn't put it there (or forgot it) when it
overrides some setting.  As I said previously, I'm OK with just using a
dot-filename since it's the majority's opinion that it's a fine option.
