"Resume policy" implies that the policy was suspended. But it wasn't suspended, it's just that on MS-Windows focus is switched only when mouse enters or exits a frame, not because the mouse pointer moved.
This is true for most X window managers also. But as with all X related things, all kinds of implementations exists.
