In my case it is the gtk-qt engine that regulates the choice of
theme-related icons via a mapping from the GTK+ icons.  I don't know
the details of gtk-qt but I assume it doesn't use the GNOME settings
daemon.

I am not familiar with the KDE icon API but I briefly searched the
docs on my system as well as the web and couldn't find anything for
KDE icons that seems similar to GNOME's stock icons.
