Problem inserting accentuated characters in emacs -nw

Sometime in the past 5 days, a change was made that breaks inserting
accentuated characters in emacs -nw.  When I type รจ (codepoint
#x68), Emacs inserts the character with codepoint #x43, which is not
what I want.  My locale is en_US.UTF-8.  Expanding abbrevs
containing accentuated characters works fine, so the problem is
really with keyboard input.

I've tried to isolate the commit that causes this, without success
so far.

Any ideas?
