I have same bug as you.
After I:
1. uninstall emacs 23;
2. /usr/share/X11/app-defaults/Emacs
3. delete /usr/bin/emacs, /usr/bin/emacs-23.0.60, /usr/local/bin/emacs, /usr/local/emacs-23.0.60 and so on
Last, install emacs 23 again
so I think it is because I have install old version before I install emacs 23.
