Yes.

gcc-bugs is a normal, open mailing list.  From time to time it receives
spam and other non-bugzilla mails.

AFAIK only mail sent to gcc-bugzilla are seen by bugzilla, and all mails
sent out by bugzilla have a reply-to header redirecting there.
