emacs 23 and urxvt

Hi,

I am trying to get emacs 23 to display color text on a urxvt terminal.
 I compiled emacs with "--without-x".

When I start emacs in a gnome-terminal, I see all the normal colors,
but when I use urxvt, I only see the colors black and blue.  Moreover,
when I use the old "multi-tty" emacs, I see a long list of available
urxvt colors (e.g. "color-42"), but only see 8 possible choices with
emacs 23.

Any hints as to what I'm doing wrong?
