Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I am editing a small XML file (let's call it `problem.xml'):

As you can see, my file does not start with:

    <?xml version="1.0" encoding="ISO-8859-1"?>

neither does it contain local variables nor other cookies.

By default, following the standard, this has to be saved as
utf-8. But, as this file will be processed by an application
that requires it to be encoded with iso-latin-1, I press `C-x
RET f' to ask Emacs for saving my buffer in iso-latin-1.

The problem is that my request to "use iso-latin-1 for saving
this buffer" is not respected: after the save, the mode-line
still indicates utf-8 encoding (and so is it)...

The bug really is: it should complain that the file's header
specifies utf-8 encoding (in this case *by omission*) and hence
that latin-1 cannot be used...


If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
If you would like to further debug the crash, please read the file
/usr/share/emacs/23.0.60/etc/DEBUG for instructions.
