I do not know the code, but from what you wrote it looks like font-swidth-table has a double duty: synonym table and name <-> number.
The latter use obviously must be bijective (and can't coexist with the first).
But maybe the translation of semicondensed to a number should be deferred? (I have no idea, just trying to digest what you wrote.)
