When someone will start preparing a patch with documentation, what
reached consensus on this list should be kept in mind?  Is it accepted
that transient-mark-mode should be t by default?  What about shift-arrows
and delete-selection-mode?  Should they be rewritten in C to avoid
using command hooks?
