I suppose this would make

(progn
  (make-overlay 5 6)
  (narrow-to-region 2 5)
  (remove-overlays)
  (widen))

fail.  The correct approach is to call `remove-overlays' twice as

(remove-overlays)
(remove-overlays (point-max) (point-max))
