Indeed. Although I do not think there is much to say there: basically
just "emacsclient -t", M-x make-frame-on-tty, and mention that
make-frame-on-display now also works if Emacs was started on a tty.
Patch welcome.

I believe it is fairly well documented in the NEWS file. The Elisp
manual still needs to be updated indeed. Patch welcome.
