Whenever changes are made in one of the Makefile.in files, please,
could the same person either make a corresponding change in the
appropriate Windows makefile.w32-in file, or at least post here a
message saying that it needs to be done and explaining the reasons for
the change.  Thanks in advance.

While the maintainers of the Windows port generally watch the commits
through a couple of mailing lists set up on subversions, it's
sometimes easy to miss these changes, so please don't rely on that.
Likewise, searching for the reasons for the change in the archives of
several mailing lists is a waste of time (and no, ChangeLog entries
don't always tell enough about the reasons, and aren't supposed to,
either).
