Yes, PPM is an option, as that does not require external libraries. I think the problem with displaying nothing is that loading .emacs could take a very long time if the user has a lot of code in there (comparable to Gimp loading all its plugins). It is probably a good idea to also display messages in the splash screen so the user can see progress happening (including any "el is newer than elc" and "XXX is obsolete" messages that come up).
