No, you can put them anywhere you want.

Huh, what makes you think so?

You can plce your .dir-settings.el anywhere along
/mnt/dev/build/users/dhruva/branch/...
It probably will be ignored if it's higher than
/mnt/dev/build/users/dhruva since I guess the owner is different, but
/mnt/dev/build/users/dhruva/.dir-settings.el should work just fine.
