It's easy: just set policy and explain why it matters.
Of course, you'll have to send a polite message to the few
committers whose fingers forget.

It even easier once you've drunk the dVCS-flavored kool-aid
and realize e.g., that you can manipulate change sets using a
prefix of the one-line summary.
