Maybe it's just me (or just XEmacs), but I often end up with the
"wrong" library (i.e., the installed one) in the buffer, when I want
one from some source tree.  On reflection, this may mostly be a
problem with XEmacs's separate package tree.

(locate-library "LIBNAME") is not that expensive.
