Wouldn't it be more correct to say that the requirement is that during execution of the macro the command should do the same thing to the buffer as during recording of the macro?
This mean that if for example the command changes point then this change must be independent of the window size.
My conclusion is that commands that changes something in the buffer and depends on window size must behave differently when used with macros. In that case they must not be depend on the window size.
