On fedora I use this:
prefix=/usr
exec_prefix=/usr
libdir=/usr/lib64
includedir=/usr/include

Name: libotf
Description: OpenType font library
Version: 0.9.8
Requires: freetype2
Libs: -lfreetype -L${libdir} -lotf
Cflags: -I/usr/include/freetype2 -I${includedir}
