I prefer determining the liveness of the server by connecting to the
port rather than by looking at the list of running processes.

But, yes, it's true that there's a risk that the server died a while ago
and port P got reassigned in the mean time to something
completely different.  Hmmm.... so maybe it's better to check the PID is
still live :-( ?
