Sorting of AUTHORS

When I use M-x authors to generate etc/AUTHORS, I get all the names
starting with non-ASCII characters at the end of the file. Eg:

Zoran Milojevic
...
Óscar Fuentes

The current repository version has a different sort order, where
"Óscar" appears after "Oscar". How does the difference come about? It
doesn't seem to be due to LC_COLLATE.

The M-x authors command sorts using string-lessp, and according to the
Elisp manual entry on string<: "An ASCII character is less than any
non-ASCII character".

The current repository version does look nicer IMO. Is there some
modification to authors.el that can ensure this sort order is always
used?
