How would they differ from (before|after)-change-functions?

I played with something similar for frames, but in that case thw frame
had a single window, so it would work as well (the frame was
a minibuffer-only frame, and the purpose of the hook was to slide the
window back into view in an "auto-hide" mode similar to what
taskbars/docks can do).
