I think instead of
while (detect_info->rejected != CATEGORY_MASK_UTF_16)
you probably want to check this:
while ((detect_info->rejected & CATEGORY_MASK_UTF_16) !=
CATEGORY_MASK_UTF_16)
since there may be bits for other categories already set in rejected.
