And why should the preferred technique differ depending on whether the code is part of emacs or not?Because things that are included in emacs can act as being a part of a whole and take advantage of that to make the code easier to read and maintain.
Being "part of a whole" shouldn't mean being part of a quivering mound of hacks. Modularity is a good thing.
