That was my guess too, but etc/NEWS is different in the two.
Here is the one in the tar ball:

-rw-r--r--  1 hanche  admin  76351 Jul 29 21:13 emacs-23.1/etc/NEWS

whereas the one in the revision you mention was last changed here:
