I for example have some scripts that does this (though they are
probably much more complicated than you need, but I am not sure).
Could you perhaps tell me what you want to do?
A new build target

make dist

which then builds the source, copies the required libraries (libXmp.dll) from a specifed location in the bin directory, and finally packages everything into the .zip.

One command, fully automated. No manual copying or calling batch files.

Plus it would work from the trunk (and create a snapshot binary) as well as the tarball.

You got something like that? I have to admit I have never checked out emacs-w32. Maybe I should. :)
