The output of `M-x list-charset-chars RET ucs RET' is exactly like the output of `M-x list-charset-chars RET unicode-bmp RET' that is not disabled. And Miles said that he sometimes uses `M-x list-charset-chars RET unicode-bmp RET' without problems.
