I think you must close and open the file before each such test.
I restarted emacs between runs for window.c, actually (though I suppose I could have said...).
I just scrolled through window.c twice in one session withfont-lock-mode on and redisplay-dont-pause nil and it indeed recentered a lot less the second time through, if at all (I think it may have, or at least hiccoughed a little, close to a couple of long lines, e/g. 1686 or so)
For HELLO, I didn't restart emacs between the (much shorter) runs, but it doesn't seem to make such difference.
