At least on Launchpad (Canonical's tracker), it *is* a burden.
Launchpad is slow and there is no way to short-circuit the process.
I've left several bugs unreported because it was too frustrating
waiting for the hand-holding.

Heh.  The Bazaar developers just made the same comment about dpkg. :-)
