I don't think I ever said that the Windows keys should be made
meta-keys by "default".  I am only suggesting it as an option.

Whether it is idiosyncratic, I don't know.  As far as I know the only
function of the Windows keys on Win32 is to invoke the start menu,
which can already be done using C-Esc.  

I myself never use the Windows keys for anything and find them
annoying because they are located at a strategic place on the
keyboard, next to the Alt-keys.  I end up pressing them often while
trying to press an Alt-key.  I have thought of disabling them many
times, but I haven't invested the time to figure out how.

If Lennart knows how to make them turn into Meta-keys, it seems like
it is worthwhile doing it.

I will look into that.

It seems possible to map the Windows key to an Alt-key using key
remapping (which can be done via Windows registry).  But that might
not achieve much, because Emacs will end up interpreting both sets of
Alt-keys as Meta-keys.  There is still work to do at the Emacs end.
