We have only been talking about having it as an option. (If that
option should make it default is another question.)

This is already implemented in my patched version of Emacs. (The
default there is still using Alt as Emacs META since I did not want to
confuse new users.)

There are several troubles, but this is a main one, yes.

And it is already implemented in my patched version of Emacs.

Like the other patch above it has been there for several years now.
