How are you "compiling in the lisp subdirectory"? Presumably not
bootstrapping, since that doesn't seem to pick up dotfiles.
`make recompile'? If so, perhaps it's not too egregious to add a check
for dir-locals-file to byte-recompile-directory. It already has a few
special case for CVS directories, etc.
