Indirectly via libpng, but I don't think the API of zlib itself is exposed within Emacs.

I remember I opened a zip archive to find out.

   C-x C-f   bli.zip

Emacs can list the contents of a zip file out of the box without any external dependancies, as it parses the zip header directly. But to do anything more, you need external tools (zip and unzip).
