bzr 2.2.1 faster in updating from master

I upgraded to Bazaar 2.2.1 a couple of days ago, and since then I see
a significantly faster "bzr up".  Where previously it would take
around 4-5 minutes, now it takes around 2.  (I have a 3.5Mbps link.)
That's still slow, but a twofold increase in speed and 2.5 minutes of
slashed time is not to be ignored.

This is on Windows, but I doubt if the speedup is platform specific.

So I would encourage people to upgrade, especially if your link is not
very fast.
