I have long used filladapt (distribute in Ubuntu as part of
.../site-lisp/emacs-goodies-el) in conjunction with c-mode and
c++-mode. filladapt.el appears quite stable:

My demonstration is run with this 3 line .emacs:

I use the following C++ fragment as a test:

I execute M-q (c-fill-paragraph) with point positioned at each equal sign (=).
