Yes, that seems quite useful.  It should have a name, such as
list-unicode-chars.

It also should be sped up.  It does a lot of GC; I would expect
that consing can be eliminated.

    Why exclude them?

For speed, and because they are not likely to be useful.

There could be a button at the end of the buffer
to add the Korean and Han characters to the buffer.
