I think that you haven't been following the conversation closely enough to 
understand what ``share and use automatically'' means.  The `automatically' 
part of that sentence is important.

It turns out that what Ted really wants is a way to load all the elisp files in 
a directory without listing them explicitly. The entire security, package, and 
downloader discussion (in which I suggested using el-get) was a side-effect of 
premature overgeneralization.
