Or maybe just MS DOS? Can't remember...

If we went ahead with this, I think it would also be possible to set
AC_PREREQ in configure.in back to 2.62, if desired. 2.62 had some
fixed bugs that were relevant to Emacs. But AFAIK, all bumps of
AC_PREREQ after that were only in an attempt to prevent the version
churn of configure in the Emacs repository.
