New mode for cmd.exe script files (i.e., "batch files"): include in Emacs?

Hi emacs-devel,

I few months ago, I looked for modes for editing Windows (and DOS)
cmd-script files ("batch files"), and not finding anything sufficiently
robust, I wrote one called ntcmd-mode and put it on the wiki.

Would anyone object to my sprucing it up for Emacs 24 and including it
in Emacs?

I've attached the latest version of the code.
