Using mode: for minor modes

I don't recall the rationale for this:

  *** Using "mode: MINOR-MODE" to enable a minor mode is deprecated.
  Instead, use "eval: (minor-mode 1)".

In Emacs 24, `mode: MINOR-MODE' always enable MINOR-MODE if it's a minor
mode.  That seems to work OK; so why does NEWS say it's deprecated?
