No, run-hooks-here is not invoked, `((run-hooks-here)) is invoked, which
returns '((run-hooks-here)), which is then substituted into the
expansion of define-minor-mode.  If you want run-hooks-here to be
invoked you need to use `(,(run-hooks-here)).
