Why isn't there a hook that runs when a window is created?

Hello,

I know something can be achieved using window-configuration-change-hook
or window-size-change-functions but they are not as straightforward as I
would like.

For example there is after-make-frame-functions but not one for window
specifically. Is there any reason? Thanks.
