I think an Emacs-based web browser should support various rendering
backends, including xwidget, but should have a fallback mode that works
in older Emacsen as well.

I thought shr.el, especially the CSS parsing it does, would be a really
hard project but Lars proved it possible and even simple.  So I believe
him an Emacs-based web browser is possible, even though it seems hard
because of our experience with w3.
