Just FYI: someone already seems to have done the ELPA bit, because
snapshots of the new BBDB is available in MELPA:
 http://www.emacswiki.org/emacs/ELPA
 http://www.emacswiki.org/emacs/MELPA
 http://melpa.milkbox.net/

The BBDB snapshot I installed from MELPA yesterday, has the version
number 20130526.1945.
