I cannot reproduce this on Window 7 with the latest trunk:

C:\...\trunk> bin\emacs.exe -batch -Q -f batch-byte-compile
lisp\emacs-lisp\lisp-mode.el
Wrote c:/Devel/emacs/repo/trunk/lisp/emacs-lisp/lisp-mode.elc

Perhaps you could try bootstrapping.
