There's no need for trivial entries like "mention FOO in NEWS".  But
there's no rule that _none_ of the changes in NEWS should ever be
mentioned in etc/ChangeLog.  So if someone feels the need to document
some non-trivial change in NEWS, that's perfectly OK.
